Municipal Election Absentee Affidavit for Ballot PDF Must be completed and returned in order to receive ballot to vote if you will not be available on September 15th from 12pm to 7pm.  Ballots must be received by the close of polls on September 15th.

PROPOSED ANNEXATION NOTICE OF SPECIAL ELECTION

WHEREAS, the Blades Town Charter Section 3c states the Town Council, by resolution, following the public hearing, but in no event later than thirty (30) days thereafter ordering a special election to be held not less than thirty (30) days nor more than sixty (60) days after said public hearing on the subject of the proposed annexation;

WHEREAS, the Blades Town Council’s determination to proceed with the matter of the proposed annexation;

WHEREAS, the Blades Town Council instructs the Town Administrator to order the special election on Tuesday, September 15th, 2015 from 12pm to 7pm at Hardin Hall, 18 W Fourth Street, Blades, DE 19973 to determine whether the Town of Blades shall annex five parcels located contiguous to the present corporate limits of the Town of Blades;

WHEREAS, in the opinion and judgement of the individual members of the Town Council, no cause has been shown why the territory located contiguous to the present corporate limits of the town should not be annexed, and in positively appearing that said territory should be annexed in the event a majority of the duly qualified electors in the town and in the territory proposed to be annexed shall approve the proposed annexation at the special election hereinafter provided for.

WHEREAS, the duly qualified voters both in the Town of Blades and in the territory proposed to be annexed shall vote for or against the annexation to the Town of Blades of territory located contiguous to the present corporate limits of the Town of Blades. The territories proposed to be annexed, in the discretion of the Town Council, may order said notice to be posted in five (5) public places in the Town and in the territory proposed to be annexed at least fifteen (15) days prior to the date of the special election.

WHEREAS, At the Special Election, every property owner, whether an individual, a partnership, or a corporation, both in the Town and in the territory proposed to be annexed, shall have one (1) vote. Every citizen of either the Town or of the territory proposed to be annexed who is not a property owner shall have one (1) vote. In the case of property owned by a husband and wife jointly, the husband and wife shall each have one (1) vote. In the event that a person is the owner of property in the Town and is also an owner of property in the territory proposed to be annexed and resides in either place, he may vote only where he resides. In the event that a person is the owner of property in the Town and is also an owner of property in the territory proposed to be annexed but does not reside in either place, he may vote only in the Town, and not in the territory proposed to be annexed. The books and records of The Town of Blades in the case of Town property owners and the books and records of the Board of Assessment of Sussex County in the case of property owners in the territory proposed to be annexed shall be conclusive evidence of the right of such property owners to vote at the Special Election. In the event that an individual holds a Power of Attorney duly executed and acknowledged and specifically authorizing said person to cast the votes of a partnership or corporation at the said Special Election, a duly authenticated copy of the Power of Attorney shall be filed in the office of the Town Administrator. Said Power of Attorney as so filed shall constitute conclusive evidence of the right of the person so named to cast the votes of another person or to cast the votes of a partnership or a corporation at the Special Election.

, on Monday, August 10, 2015 the Town Council has ordered a special election to take place on Tuesday, September 15th, from 12pm to 7pm at Hardin Hall, 18 W Fourth Street, Blades, DE.
