2018 Election Notice
TOWN OF BLADES ELECTION
Candidates wishing to run for the (3) council seats that are up for election in Blades must file a letter of intent with the office of the Town Administrator. Forms may be obtained at the Town Hall or on www.blades.delaware.gov. Candidates must file notice by the close of business at 4:30 p.m. on Friday, March 2nd, 2018. Candidates filing must have attained the age of twenty five (25) years old; must have been a resident of Blades for six months preceding this election, hold title to real estate, and must be a citizen of the United States of America. All citizens wishing to vote in the April 2nd, 2018 election must register at the Blades Town Hall by the close of business at 4:30 p.m. on Wednesday, March 21st, 2018. All citizens who shall have attained the age of eighteen (18) years on the date of the Annual Election and be a citizen of the United States of America for a period of one (1) year and a citizen of the Town of Blades for a period of six (6) months preceding the date of the Annual Municipal Election shall be eligible to register and hold one (1) vote. All citizens who have not voted in the last two (2) contested elections held by the Town must re-register to vote by the above stated date. A registered voter that is unable to come to the election polls on the day of the election must complete an affidavit prior to receiving an absentee ballot. The completed affidavit must be received in Town Hall by noon on Thursday, March 29th, 2018. Absentee ballots will be made available for mailing to registered voters, who have completed an affidavit, starting March 5th, 2018 through March 28th, 2018. If the registered voter needs the ballot after March 28th, 2018 they must come to Town Hall and pick up the ballot. All absentee ballots must be received by the Election Board by the close of the election polls at 6:00pm on Monday, April 2nd, 2018.

All bids must be submitted by May 8th, 2017 by 4:30pm to the Town Administrator. Acceptable bids will be for a three (3) year contract only. Submit with a per cut price. Please remove all Christmas and other Holiday Flowers & Decorations from the grave sites and stones at the Town Cemetery on Market Street by March 6th, 2017 or the Town will remove and dispose of them. The Town will not be held liable for any holding frames removed, damaged, or disposed of.

HALLOWEEN SAFETY TIPS
Walk Safely
Cross the street at corners, using traffic signals and crosswalks.
Look left, right and left again when crossing and keep looking as you cross. Put electronic devices down and keep heads up and walk, don’t run, across the street. Teach children to make eye contact with drivers before crossing in front of them. Always walk on sidewalks or paths. If there are no sidewalks, walk facing traffic as far to the left as possible. Children should walk on direct routes with the fewest street crossings. Watch for cars that are turning or backing up. Teach children to never dart out into the street or cross between parked cars.
Trick or Treat With an Adult
Children under the age of 12 should not be alone at night without adult supervision. If kids are mature enough to be out without supervision, they should stick to familiar areas that are well lit and trick-or-treat in groups.
Keep Costumes Both Creative and Safe
Decorate costumes and bags with reflective tape or stickers and, if possible, choose light colors. Choose face paint and makeup whenever possible instead of masks, which can obstruct a child’s vision. Have kids carry glow sticks or flashlights to help them see and be seen by drivers. When selecting a costume, make sure it is the right size to prevent trips and falls.
Drive Extra Safely on Halloween
Slow down and be especially alert in residential neighborhoods. Children are excited on Halloween and may move in unpredictable ways. Take extra time to look for kids at intersections, on medians and on curbs. Enter and exit driveways and alleys slowly and carefully. Eliminate any distractions inside your car so you can concentrate on the road and your surroundings. Drive slowly, anticipate heavy pedestrian traffic and turn your headlights on earlier in the day to spot children from greater distances.

PUBLIC NOTICE BY THE TOWN OF BLADES, DELAWARE OF A SPECIAL ELECTION TO BE HELD ON NOVEMBER 21ST, 2016 TO VOTE ON THE PROPOSED ISSUANCE BY THE TOWN OF BLADES OF UP TO $820,000 MAXIMUM PRINCIPAL AMOUNT GENERAL OBLIGATION BOND TO FINANCE WATER CAPACITY IMPROVEMENTS FOR THE TOWN OF BLADES
The Town Council of the Town of Blades, Delaware hereby gives notice that:
1. The Town of Blades, Delaware (the “Town”), pursuant to the requirements of the Town Charter, hereby gives notice to the residents of the Town of a Special Election on November 21st, 2016 on whether the Town should borrow an amount of money, not to exceed $820,000, to fund the project as described above. It is anticipated that up to $615,000.00 of the amount drawn on the loan will be in grant funding by the department. The Special Election shall be conducted at Hardin Hall located at 18 West Fourth Street, Blades, Delaware 19973, and the polls shall open at 2:00 p.m. and shall close at 6:00 p.m.
2. At such Special Election, every owner of property, whether an individual, partnership or corporation, shall have one (1) vote and the said vote may be cast either in person or by proxy. In the case of property owned jointly by husband and wife, the husband and wife shall each have one (1) vote. In the case of all other property owned by more than one property owner either as tenants in common or as joint tenants with the right of survivorship, the vote shall be cast by either tenant in common or by either joint tenant who first presents himself at the polls.
