Notice is hereby given that no Municipal Election will be held on the 7th day of April, 2014 in Blades, Delaware
The Election for which public notice was given has been cancelled because the Town Administrator received three (3) Certificates of Intention with the Candidate Filing Forms for the three (3) Council seats up for election and the three (3) received are as follows:
Robert W. Atkinson, Incumbent
David L. Ruff, Incumbent
John L Reiss, Incumbent
Certificate of Election will be issued in the same manner.

Rick Duncan, Executive Director of Delaware Rural Water Association, announced today that Vikki Prettyman, Town Administrator for the Town of Blades, has successfully completed the three-day Utility Manager Certification course conducted at DRWA offices in Milford in December of 2013. The course consisted of two and a half days of intensive training on a nationally-recognized management program designed expressly for small water and wastewater system supervisory and management personnel.
At the end of the training, participants took an online exam to earn them a national certification as a Utility Manager. “This program gives managers and supervisors a good background on the best management practices that apply to any utility anywhere in the US,” said Duncan. “Passing the test means they have a well-rounded understanding of Technical, Managerial, and Financial capacity and sustainability that can be used for the daily benefit of their own utility’s operations.”
Each member of Delaware’s first Manager Certification class passed the online test to receive the national certification, and will be required to complete a number of hours of training over the course of the three-year period in order to keep up with current technology and be re-certified for another three years. Duncan said, “DRWA is pleased to offer this opportunity to Utility professionals in Delaware. The Town of Blades benefits from having a nationally-certified manager on staff, and Ms. Prettyman gains satisfaction and validation for her management abilities.”
Plaques denoting the certification will be presented to Ms. Prettyman as well as the other participants at the DRWA conference held in Harrington in February.

2014 Election Notice & Candidates Wishing to File Notice
TOWN OF BLADES ELECTION
Candidates wishing to run for the three (3) council seats that are up for election in Blades must file a letter of intent with the office of the Town Administrator. Forms may be obtained at the Town Hall or on www.blades.delaware.gov. Candidates must file notice by the close of business at 4:30 p.m. on Friday, March 7th, 2014. Candidates filing must have attained the age of twenty five (25) years old; must have been a resident of Blades for six months preceding this election, hold title to real estate, and must be a citizen of the United States of America. All citizens wishing to vote in the April 7th, 2014 election must register at the Blades Town Hall by the close of business at 4:30 p.m. on Wednesday, March 26th, 2014. All citizens who shall have attained the age of eighteen (18) years on the date of the Annual Election and be a citizen of the United States of America for a period of one (1) year and a citizen of the Town of Blades for a period of six (6) months preceding the date of the Annual Municipal Election shall be eligible to register and hold one (1) vote. All citizens who have not voted in the last two (2) contested elections held by the Town must re-register to vote by the above stated date. A registered voter that is unable to come to the election polls on the day of the election must complete an affidavit prior to receiving an absentee ballot. The completed affidavit must be received in Town Hall by noon on Thursday, April 3rd, 2014. Absentee ballots will be made available for mailing to registered voters, who have completed an affidavit, starting March 7th, 2014 through March 28th, 2014. If the registered voter needs the ballot after March 28th, 2014 they must come to Town Hall and pick up the ballot. All absentee ballots must be received by the Election Board by the close of the election polls at 6:00pm on Monday, April 7th, 2014.

Groundbreaking Ceremony 2pm on Thursday February 6th, 2014 at Triangle Park, River Road and Sixth Street, Blades, Delaware

Project Scope:
Work includes the construction of a new 8” Production Well with a minimum capacity of 150 gallons per minute, water quality testing, pump testing, well development, abandonment of an existing monitoring well, pump installation, raw water-main piping including jack-and-bore at River Road, water meter, controls, electrical, site restoration, etc.
Project Description:
The Town will install a new groundwater well and ancillaries along with a new raw waterline to meet Ten State Standards for sufficient raw water sources. A new groundwater well will be installed in the same aquifer as the current Town wells to provide a backup source of water. The same aquifer, with similar water characteristics, has been chosen rather than a separate aquifer due to the current treatment capabilities of the Town’s water treatment plant. The existing wells are located within 95 feet of one another and operate on average greater than 12 hours per day. Being shallow wells, near one another, and operating as much as they do including simultaneously during peak days, influence on one another is likely and suspected. In addition, should one of the existing wells be out of service for any reason, the other well will not be capable of meeting the anticipated maximum day demand. By installation of a third/backup well at a Town owned piece of property, the Town will be able to operate all three wells in a fashion as to reduce any influence on the existing wells and provide sufficient water to the Town even during peak day demands.

Delaware Emergency Management Agency Update:
This morning’s latest from the National Weather Service.
A Winter Storm Warning remains in effect from 10am this morning to 6am Wednesday.
A Wind Chill Advisory is in effect until 11am Wednesday.
Snow accumulations in New Castle County are forecast to be 8 to 12 inches. 6 to 10 inches of snow are forecast for Kent and Sussex Counties.
Snow will spread over the area toward mid-to-late morning, then continue through this evening.
Travel will become hazardous due to snow covered roads and periods of very low visibility. Areas of blowing and drifting snow will develop especially this evening and tonight. The afternoon and evening rush hour will be significantly impacted.
Winds from the northeast 15-25 MPH with gusts up to 35-40 MPH, becoming north and northwest overnight.
Temperatures will be mainly in the teens to 20s today, then dropping to the single digits tonight.
Wind chill to be as low as 10 below zero. These dangerous values can quickly cause frostbite to exposed skins and lead to hypothermia.
A Winter Storm Warning means significant amounts of snow are expected. Strong winds are possible. This will make travel very hazardous or impossible.
Areas of blowing and drifting snow will greatly reduce visibility, especially in open areas later Tuesday afternoon and Tuesday night. This will result in snow blowing back onto previously plowed roadways. Use extra caution if driving.
A Wind Chill Advisory means that very cold air and strong winds will combine to generate low wind chills. This will result in
frostbite and lead to hypothermia if precautions are not taken. If you must venture outdoors, make sure you wear a hat and gloves.
Friday January 3rd, 2014 Town Hall Closed Due to Inclement Weather
Friday, January 3rd, 2014, the Town Hall is closed due to inclement weather. The state recommends those to stay off the roads due to poor road conditions. The town employees are out plowing the town roads. If you must venture out please do so with extreme caution. Suspicious Solicitors requesting to see your power bill…
We have received several complaints regarding suspicious door to door solicitors requesting to see your power bill and some citizens have received phone call regarding power bills. I have contacted Delmarva Power for comment and they are asking for people who have received the solicitations to please contact their customer service department to report the activity, their phone number is 800-375-7117.

Home Christmas Light Contest
The town wishes to announce that we will be having a Home Christmas Light Contest! If you wish to decorate your home the Parks Commission will be assigning a judge to go around the town taking pictures and judging the light display at your home. First place is $100, Second Place is $50.00, and Third Place is $25.00. Merry Christmas!
NOW OPEN: Emergency Road Closure

The town has had to close Arch Street from E Second Street to High Street due to a large radio antenna from a home has fallen over blocking the road.
