2012 Arbor Day Celebration
On Thursday May 3rd, 2012 the Delaware Forest Service held it’s annual Arbor Day Celebration at Delaware State University. The Governor presented awards to the annual Arbor Day Poster Contest Winners, the communities which have received Tree City USA status from the National Arbor Day Foundation, and Blades Elementary School as Delaware’s first TREEriffic School. Presentation was also made to Delaware State University for being Delaware’s first Tree Campus USA.

Cemetery Care Bids Opened and Awarded
At the council meeting on April 9th, 2012 the sealed bids received by the Town Administrator were opened. The winning bid has been awarded to Affordable Lawn Care, 8972 Bacons Road, Delmar, Delaware 19940; Randall Chapman, Owner. The winning bid is for $215 per cut, with the option of going to $225 per cut if fuel prices rise over $4.50 per gallon.

DNREC’s next Scrap Tire Drop-Off Day set for
April 21, 2012 at the Delaware State Fairgrounds
DOVER (April 2, 2012) – DNREC will host its eighth Scrap Tire Drop-Off Day recycling event Saturday, April 21, at the Delaware State Fairgrounds in Harrington from 8 a.m. to 2 p.m., rain or shine. Residents are encouraged to recycle scrap tires from passenger vehicles and light-duty trucks, with participation helping to reduce environmental and health hazards associated with scrap tires in the state’s communities.
Seven previous DNREC – sponsored drop off events have collected more than 14,080 scrap tires (weighing nearly 176 tons). Residents are invited to bring up to 10 passenger or light-duty truck tires per household for disposal and recycling. Larger tires or tires on rims will not be accepted. Each person dropping off tires should be prepared to show proof of Delaware residency with either a driver’s license or utility bill. The Delaware State Fairgrounds is located at 18500 South DuPont Highway, Harrington, DE 19952.
Delaware’s Scrap Tire Management Program was created to eliminate large, unsightly scrap tire piles that can spawn fires resulting in toxic smoke along with an oily liquid runoff from melted tires that can potentially pollute groundwater. In addition, tire piles provide an ideal breeding ground for mosquitoes, which can carry the West Nile virus.
The Scrap Tire Management Program is funded by a state fee of $2 per tire on the sale of new tires. The fee is diverted to the Scrap Tire Management Fund, a matching fund and program created to clean up existing scrap tire piles statewide.

The result for the three (3) Town of Blades Council positions is as follows:

Town of Blades three (3) Councilmen are Robert Atkinson, John Reiss, and David Ruff. They will be sworn in on April 9th, 2012.
Back-Up Well Referendum Passes
March 19th, 2012 Special Election Results
Referendum Election for proposed borrowing up to $375,000.00 made available by the Delaware Department of Health and Social Services through its Drinking Water State Revolving Fund. The proposed project consists of the installation of a third back-up well and ancillaries along with a new raw waterline. The loan will be amortized over thirty (30) years at an interest rate of 1%, with accrued interest payable during construction of the proposed project (42.8% of the loan (up to an amount equal to $160,500) will be forgiven and not have to be repaid by the Town).

Votes AGAINST: 5
The referendum has been passed by the property owners in the Town of Blades.
Good Friday: Town Hall Closed
Town Hall will be closed on April 6th, 2012 in observation of Good Friday. We will re-open on Monday April 9th, 2012 at 8:30am.
Cemetery Mowing & Trimming Bids Due
NOTICE
The Town of Blades will be accepting bids for the mowing and trimming of the grass at the Town Cemetery on Market Street. All bids must be submitted by April 9th, 2012 by 4:30pm to the Town Administrator. Copy of your Business License & Insurance Certificate must be attached with the bid. Voter Directions
At the special election, every owner of property, whether an individual, partnership or corporation, shall have one (1) vote and the said vote may be cast either in person or by proxy. In the case of property owned jointly by husband and wife, the husband and wife shall each have one (1) vote. In the case of all other property owned by more than one property owner either as tenants in common or as joint tenants with the right of survivorship, the vote shall be cast by either tenant in common or by either joint tenant who first presents himself at the polls.
