Governor Markell today ordered both the U.S. and State flags to be flown at half-staff in memory of U.S. Army Warrant Officer Sean W. Mullen, a native of Dover. Warrant Officer Mullen died Sunday in Afghanistan of injuries sustained from an improvised explosive device. Warrant Officer Mullen served his country valiantly for almost two decades, completing tours of duty in both Iraq and Afghanistan. Flags will remain at half-staff until the close of business on Friday, June 7.

Cemetery Care Bid Awarded
The town received two bids for the Market Street Cemetery Care for cutting and trimming for the 2013 season. The town administrator read the bids on Monday’s Council meeting.
~Affordable Lawn Care $220.00 per cut and all documents were received making this an eligible bid.
~Distinctive Landscaping $199.00 per cut and all documents were received making this an eligible bid.
Councilman Russell Joseph made a motion to accept the bid from Distinctive Landscaping for $199.00 per cut and trim; motion seconded by Councilman David Ruff; motion accepted.
The contract has been awarded to Distinctive Landscaping, PO Box 205, Harbeson, Delaware; Patrick Olsen, President.

The result for the two (2) Town of Blades Council positions is as follows:

Incumbent Earl E Chaffinch Sr. 32 Votes
Lee Benningfield 9 Votes
Town of Blades two (2) Councilmen are Russell T Joseph and Earl E Chaffinch Sr.. They will be sworn in on April 8th, 2013.
Cemetery Lawn Care Bids now being accepted

The Town of Blades will be accepting bids for the mowing and trimming of the grass at the Town Cemetery on Market Street. All bids must be submitted by April 5th, 2013 by 4:30pm to the Town Administrator. Copy of your Business License & Insurance Certificate must be attached with the bid. 2013 Town Elections Candidate Notifications
TOWN OF BLADES ANNUAL ELECTION
The Town of Blades will hold their Annual Municipal Election for two (2) Town Council Seats on Monday, April 1st, 2013 at Hardin Hall from 2pm to 6pm.
The two (2) candidates receiving the highest number of votes shall be elected for a two year term. The candidates running for Blades Town Council are as follows:

At the Annual Municipal election, every person, male or female, who shall have attained the age of eighteen (18) years on the date of the Annual Municipal Election and who shall have been a citizen of the United States for a period of one year and a citizen of the Town of Blades for a period of six (6) months preceding the date of the Annual Municipal Election shall have one (1) vote, provided he or she has registered on the “Books of Registered Voters” of the Town of Blades by March 20th, 2013.

Please remove all Christmas and other Holiday Flowers & Decorations from the gravesites and stones at the Town Cemetery on Market Street by March 11th, 2013 or the Town will remove and dispose of them. The Town will not be held liable for any holding frames removed, damaged, or disposed of.

2013 Legal Notice for Election PDF
TOWN OF BLADES ELECTION
Candidates wishing to run for the Mayor and (2) council seats that are up for election in Blades must file a letter of intent with the office of the Town Administrator. Forms may be obtained at the Town Hall or on www.blades.delaware.gov . Candidates must file notice by the close of business at 4:30 p.m. on Friday, March 1st, 2013. Candidates filing must have attained the age of twenty five (25) years old; must have been a resident of Blades for six months preceding this election and must be a citizen of the United States of America. All citizens wishing to vote in the April 1st, 2013 election must register at the Blades Town Hall by the close of business at 4:30 p.m. on Wednesday, March 20th, 2013. All citizens who shall have attained the age of eighteen (18) years on the date of the Annual Election and be a citizen of the United States of America for a period of one (1) year and a citizen of the Town of Blades for a period of six (6) months preceding the date of the Annual Municipal Election shall be eligible to register and hold one (1) vote. All citizens who have not voted in the last two (2) contested elections held by the Town must re-register to vote by the above stated date. A registered voter that is unable to come to the election polls on the day of the election must complete an affidavit prior to receiving an absentee ballot. The completed affidavit must be received in Town Hall by noon on Thursday, March 28th, 2013. Absentee ballots will be made available for mailing to registered voters, who have completed an affidavit, starting March 4th, 2013 through March 22nd, 2013. If the registered voter needs the ballot after March 22nd, 2013, they must come to Town Hall and pick up the ballot. All absentee ballots must be received by the Election Board by the close of the election polls at 6:00pm on Monday, April 1st, 2013.
